Buyer due-diligence checker
Tell us about the home you are looking at. The list below narrows to the checks that matter for it, each with the office to ask and the official source.
Before you make an offer free, and takes an afternoon
Pull the parcel record and confirm city or county
A Flowery Branch mailing address does not mean the home is inside the city. The parcel record shows the tax district, owner and appraisal.
Who to ask: qPublic Hall County (linked by the Tax Assessors)
Hall County, checked 2026-10-19
Open the parcel on the Hall County GIS map
The county map shows parcels, districts, zoning boundaries and utilities in one place.
Who to ask: Hall County GIS
Hall County, checked 2026-10-19
Check the flood map for the address
FEMA’s map is the official source for flood zones, and the zone drives insurance cost.
Who to ask: FEMA Flood Map Service Center
FEMA, checked 2026-10-19
Look up the schools for the exact address
The district sets attendance zones and children enroll where they are zoned. Listing remarks are not the source.
Who to ask: Hall County Schools attendance locator
Hall County Schools, checked 2026-10-19
Ask who provides water and sewer
Not every Flowery Branch address is on City water; some residents are served by Gainesville. Ask the seller for recent bills and call the City.
Who to ask: City of Flowery Branch Utility Billing
City of Flowery Branch, checked 2026-10-19
Ask the seller for the Corps permit file for the dock
A dock is a Corps permit, not part of the deed. Ask what the permit covers and whether the shoreline is Limited Development.
Who to ask: The seller, then the Lake Lanier Project Management Office
U.S. Army Corps of Engineers (archived page), checked 2026-10-19
Confirm the shoreline zoning next to the lot
Only owners next to Limited Development shoreline may apply for a permit; Protected shoreline gets no private docks.
Who to ask: Lake Lanier Project Management Office
U.S. Army Corps of Engineers (archived page), checked 2026-10-19
During due diligence while you can still walk away
Plan for the dock permit to end at closing
The plan says dock permits become void when the property is sold. Budget time for the new owner’s application and ranger inspection.
Who to ask: Lake Lanier Project Management Office
U.S. Army Corps of Engineers (archived page), checked 2026-10-19
Find the 1,085-foot line on the survey
Below it, flowage-easement land stays private but cannot carry habitable buildings or be regraded, and new septic is barred.
Who to ask: Your surveyor and closing attorney
U.S. Army Corps of Engineers (archived page), checked 2026-10-19
Request the septic record
Hall County Environmental Health takes record requests by email with the address and can take up to three business days.
Who to ask: Hall County Environmental Health
Hall County, checked 2026-10-19
Read the HOA covenants, rules and budget
Covenants can be stricter than county rules, for rentals among other things. Ask for the current budget instead of relying on a quoted dues figure.
Who to ask: The HOA or its management company
Hall County, checked 2026-10-19
Check rental rules before you count on rental income
Hall County’s short-term rental chapter covers unincorporated Hall only, and its business license cannot be transferred.
Who to ask: Hall County (unincorporated); the City for parcels inside city limits
Hall County, checked 2026-10-19
Know the county’s rental occupancy cap
Hall County limits short-term rental occupancy by bedroom count.
Who to ask: Hall County

Ask the City before changing a historic-district exterior
A material change in appearance or a demolition needs a Certificate of Appropriateness; paint color does not.
Who to ask: City of Flowery Branch Historic Preservation Commission
City of Flowery Branch, checked 2026-10-19
Before closing
Agree in writing who pays this year’s property tax
The owner of record on January 1 is liable for the year’s tax; the closing documents decide who actually pays.
Who to ask: Your closing attorney
Hall County, checked 2026-10-19
Expect the taxable value to reset after the sale
The seller’s homestead caps do not transfer to you.

After you own it
Notify the Corps and apply for your own dock permit

Who to ask: Lake Lanier Project Management Office
U.S. Army Corps of Engineers (archived page), checked 2026-10-19
Do not cut, clear or place anything on Corps land
Clearing, grading and placing items on Corps property without a permit are prohibited acts with fines.

File for homestead by the county deadline
Own and live in the home on January 1, then apply by the end of that year’s 45-day appeal window.
Who to ask: Hall County Tax Assessors
Hall County, checked 2026-10-19
Watch for the assessment notice
You have 45 days from the notice date to appeal the value, and notices no longer show estimated taxes.

Ask an agent about a specific home
This checklist is general information from public sources, not legal, tax, survey or inspection advice. Your contract’s due-diligence period is set by your contract; ask your agent or closing attorney.
Why the order matters
Some checks cost nothing and take an afternoon, like pulling the parcel record or looking up the flood map. Do those before you write an offer, because they can change what you offer or whether you offer at all. Others take days and depend on the seller, like utility bills, septic records and HOA documents. Those belong inside your due-diligence period, while you can still walk away. A few happen only after you own the home, but you should know they are coming.
Before the offer
Confirm the jurisdiction, the flood map and, for a lake lot, the Corps record. School assignment belongs here too: check the district’s lookup for that exact address instead of trusting a listing remark.
Lookups to run first
- Hall County points owners to qPublic Hall County to look up property records and appraisal values and to file homestead applications. Hall County, checked 2026-10-19
- FEMA's Flood Map Service Center (msc.fema.gov) is the official public source for National Flood Insurance Program flood hazard information. Buyers can search an address there to find the effective flood map. FEMA, checked 2026-10-19
- Hall County Schools publishes an online School Attendance Locator map for checking which schools serve an address. Hall County Schools, checked 2026-10-19
During due diligence
Ask the seller for twelve months of utility bills and, if the home is on septic, request the county’s septic record. For a lake lot, have the survey and title work checked for a recorded flowage easement.
Records to request
- Not every Flowery Branch address is on City water. The City says some residents get water from the City of Gainesville, and it asks people to call to check whether a property is in its service area. City of Flowery Branch, checked 2026-10-19
- Hall County Environmental Health takes individual septic-system record requests by email with the property address and says they can take up to 3 business days. Owners in unincorporated Hall whose property is on septic must contact Environmental Health before applying for a county building permit. Hall County, checked 2026-10-19
- When Buford Dam was built, a maximum flood elevation of 1,085 feet above mean sea level was set. Where that line fell on private land, the government bought flowage easements. That land stays private, but owners may not build habitable structures on it or alter its contour. All purchased easements are recorded. U.S. Army Corps of Engineers (archived page), checked 2026-10-19
Before closing
Settle who pays this year’s property tax in the contract. On a lake home, gather what the Corps will ask the new owner for, so you can file as soon as the deed records.
Paperwork to line up
- The Hall County Tax Commissioner says the owner of record on January 1 is responsible for that year's property tax. Buyers and sellers should check closing documents or the closing attorney for who actually pays. Sellers should send sales documents to the Tax Commissioner to shift liability. Hall County, checked 2026-10-19
- To start the change-of-owner process, the Corps asks for: the recorded deed with tax stamp (not a security deed), the current recorded survey or plat, your own hand drawing of the dock with all dimensions, a hand-drawn site map, an Exhibit C electrical certification if the permit requires one, and proof of authority for trusts, LLCs, estates or HOAs. A ranger then inspects the facilities and shoreline. U.S. Army Corps of Engineers (archived page), checked 2026-10-19
After you move in
City utility accounts start in person, and the homestead exemption is yours to file. Neither happens automatically.
Filings that are on you
- City of Flowery Branch water and sewer service must be applied for in person at City Hall, 5410 Pine Street. City of Flowery Branch, checked 2026-10-19
- Hall County's current homestead sheet says the deadline is the end of the 45-day appeal period of the application year. Applicants must own and occupy the home as their permanent legal residence as of January 1 of that year. Hall County, checked 2026-10-19
Lake lots get their own list
If you tell the checker the home is next to Lake Lanier, it adds the Corps checks: the existing dock permit number, the shoreline zoning in front of the lot, the flowage-easement line on the survey and the change-of-owner paperwork. None of those can be answered by a listing, a seller’s memory or a neighbor’s dock. Only the Corps’ Lake Lanier office can, so put the call on your calendar before you write an offer, not after.
What the checker does not do
It does not tell you the answer to any check. It tells you which questions apply to this home and who answers them. It does not look up your address or send what you type anywhere; the list is built in your browser. Print it or save it, then work through it with your agent, your lender and your closing attorney.
The offices behind the list
Every check points to the office that actually answers it. Call or visit before you rely on a listing remark.

Next step
Run the checker on any home you are serious about, then work out what it would cost you to own with the cost-to-own worksheet. For a lake lot, read the Lake Lanier buyer’s guide first. Questions about a specific address can go to Gold Peach Realty.
